Work Schedule: Monday – Friday, 0830-1430

STI is actively seeking an Integrated Logistic Support (ILS) Manager to provide critical logistics support for submarine systems, specifically focused on the Towed Array Handling System (TAHS). This role involves oversight of logistics efforts and collaboration with various stakeholders to ensure operational readiness and efficiency of the systems supported.

Key Responsibilities:

Fleet Technical Assistance (FTA), Casualty Report (CASREP)

  • Provide logistics assistance via telephone, email, chat, and naval messages for both deployed and local submarines associated with TAHS equipment.
  • Enter FTA and maintenance data into relevant databases such as Fleet Technical Support (FTS), Time Attendance and Reporting (TAR), and Regional Maintenance Automated Information System (RMAIS).

Continuous Operational and Maintenance Assessment Support

  • Review and assess TAVR, CASREP, 2-Kilo reports, part usage, TAR, FTS, FTA, and maintenance data, providing waterfront input and logistics support for identification, analysis, root cause determination, and resolution of out-of-commission (OOC) casualties and trends. Formulate actionable recommendations for stakeholders as determined by C274 leadership, including but not limited to SUBLANT, SUBPAC, Squadron, or ship’s force.
  • Perform maintenance and maintainability investigations and generate reports and point papers in support of SubCOMA, Reliability, Maintainability, Availability (RMA), Top Management Attention (TMA), and other Fleet/TYCOM activities or meetings.
  • Provide logistics support for TYCOM Force ST towed system working group meetings and Senior ST conferences, including preparation of briefs, presentations, and follow-up activities.

Total Ship Readiness Assessment (TSRA), Combat Systems Assessment (CSA)

  • Provide onboard and distance support for the towed systems’ portion of TSRA, including Pre/Post-Deployment Maintainability Assessments (PDMA).

Product Improvement Support

  • Attend towed systems (arrays and handling systems) improvement and working group meetings to provide logistics input into system/equipment design and maintenance improvements.
  • Develop, review, and provide comments on engineering change proposals (ECP) documentation and drawings.

Fleet ILS and Configuration Management (CM) Support

  • Provide onboard logistics and CM support during FTA and CASREPs to resolve fleet logistics problems.
  • Coordinate and expedite the requisition, delivery, and turn-in of TAHS parts and equipment, including generating Product Quality Deficiency Reports (PQDR).
  • Provide onboard ILS technical assistance and support to evaluate and resolve logistics problems associated with TA/TAHS equipment (approximately 4 requests per month).
  • Collaborate effectively with SUBLANT Force personnel, NAVSEA ILS Managers, NAVSUP-WSS specialists, and Squadron and ship’s force Supply Officers and Storekeepers to manage parts and materials in support of FTAs, CASREPs, assessments, maintenance, and availability efforts.

NAVSEA ILS & Supply Support

  • Serve as PMS4011 Supply Support Logistics Element Manager (LEM) for in-service handlers in support of PMS4011 ILS Manager.
  • Provide waterfront ILS and supply support by delivering briefs, input, and recommendations at towed systems Integrated Logistics Support Management Team (ILSMT) meetings.
  • Work with NAVICP and DLA item managers to facilitate necessary parts and materials.
  • Provide comprehensive waterfront input and technical/logistics support for maintenance planning, technical documentation, and training.
  • Review engineering change documentation for ILS impacts and directly work with the ILS Manager and ISEAs to resolve related issues.
  • Generate and distribute the Towed Systems Parts Hotlist on a weekly basis.
  • Provide in-house and onboard ILS product installation and Regional Maintenance and Modernization Coordination Office (RMMCO) installation support.
  • Track and report status of NAVSEA-owned parts used to support overseas tech assists.
  • Update the Automated Tracking System (ATS) with changes related to tech assists, CASREPs, and engineering changes.

NAVSEA BUD/ECI

  • Provide logistics support for BUD planning and implementation.
  • Review and provide ILS comments on ECIs, TEMPALTs, and SHIPALTS for in-service handlers and arrays.
  • Support and/or attend C5I meetings and ensure the latest updates are reflected in the Submarine Modernization Alteration Readiness Tracker (SMART) prior to meetings.
  • Enter, update, and maintain installation data and information in SMART/Navy Data Environment (NDE).
  • Attend 4 C5I scheduling conferences and 4 ILSMTs.
  • Maintain, update, and distribute the ECI Matrix on a monthly basis.

Requirements

  • Specialized Experience: Six years of full-time experience in logistics engineering acquisition, fleet introduction, installation, test operation, and lifecycle support of the AN/BQQ-10 Series/AN/BYG-1 combat systems, or a computerized and computer-controlled combat system similar in complexity and operation to the AN/BSY-1 or AN/BSY-2.
  • General Experience: Five years of full-time experience in Navy Integrated Logistic Support and System Life Cycle Support areas as part of the DOD/Navy Integrated Logistics System, including all of the following ILS components for major forward electronic or HM&E systems:
    • Maintenance Planning
    • Manpower, Personnel, and Training Support
    • Supply Support
    • Test Equipment Support
    • Technical Logistics Data
    • Packaging, Handling, Storage, and Transportation
    • Design and Installation
    • Configuration Management
